Containing the virus
Keeping all parts of our cities livable is becoming an ever-higher priority for public administration. Overcrowding is a key aspect, it can bring considerable risks such as severe disorder, violence and, since the outbreak of the Covid pandemic, the danger of infection. This is why the city of Rotterdam wanted to send the city’s inhabitants and visitors information to their smartphones about crowded or overcrowded places to avoid. This way, they could check in real-time where it was safe to go. In short, they needed an app that could prevent overcrowding.

Keeping Rotterdam busy and safe
Offering all people of Rotterdam as much freedom of movement as possible, would require an app that can display the crowd levels at all the city’s hotspots (streets, squares, shops, restaurants, etc.) with corresponding signals: quiet, busy, avoid. All this would of course be in real-time. The target group is everyone who uses Rotterdam: inhabitants, short-term visitors, city trippers, long-term guests and Rotterdam’s business community.

It quickly became clear that continuous adjustments in the tone-of-voice of the communication would be needed. On the one hand, you want as many people as possible to start using the app and that people can move through the city in a safe way. But at the same time, due to the stricter measures taken by the RIVM, you would want people to go into the city as little as possible, so that the corona hearth can be contained. Awareness and behavioural change thus became equivalent angles for the applied communication style. As for the name of the SpotRotterdam app, it says exactly what it does: you can use the app to spot the best and safest places in the city.
