In Australia, major modelling agencies agree put their models to work when they turn 16.  In the meantime, keen to secure potentially lucrative contracts, many agencies have an "in development" section where hopefuls sit and wait.  Some will make it, some won't.

These girls find themselves in a precarious position- they are young and beautiful, but also young and impressionable.
