This toolkit is one of the outcomes of collaboration between Aalto university and City of Espoo, which focuses on applying and adjusting service design tools and frameworks in practice with collaborative partners. The overarching keyword in this collaboration is Participation. Citizen participation is a topical theme in Finnish municipalities. It includes strategic guidelines, operational policies, tools, competences and mindsets that allows and enables collaboration and meaningful solutions.
This toolkit is based on the working outcome of the Challenge #4, which worked in team.

This toolkit serves the collaboration between Aalto University and City of Espoo, which is focusing on elaborating the possibilities and questions of individual residents participation through the development, functionalities, offering and the use of the Open Espoo App. The proposal is a co-creation process with citizens and employees of Espoo, aiming to define problems that citizens are facing in services system and generate solution. This toolkit helps Espoo to hear citizens' voices and understand them.
