Cinema 4D + V-Ray 3.4 + Adobe Photoshop
Step 1 /// Modeling + Lighting
Everything was modeled in Cinema 4D. The only light is a V-Ray Area Dome Light with a Cloudy HDRI
The mountain behind the building is a simple Landscape object of C4D
The trees were added using spheres of various size with a deformer and scattered using MoGraph.
The cloud was made using a cube modified with the brush tool and then added into a Subdivision Surface.

V-Ray Advanced Materials
The vapor-effect of the cloud is achieved by using a V-Ray Volume Material with a Noise Map of Cinema 4D in the Fog Density parameter

Step 3 /// Post-production
The post-production phase was not "aggressive". We decided to add just some adjustment layers (Hue/Saturation, Luminosity/Contrast, Curves...) just to achieve the look that we wanted plus some dirt maps to make the material more realistic. Below you can see the various steps.
