Paul Seeman is a former judge and attorney in Alameda County, California. With years of experience in various areas of the court system, he spent much of his career with the Juvenile Court. Paul Seeman was appointed to the Judicial Council’s Mental Health Issues Implementation Task Force in 2011.

A significant number of juveniles arrested in the United States each year also live with undiagnosed mental health issues. Common disorders such as anxiety, depression, substance abuse, and behavioral disorders all raise the chance of juveniles entering the court system if left unaddressed. Once in the system, juveniles are statistically likelier to become repeat offenders. Many juvenile courts across the country now administer initial mental health screening upon intake. Reviews by the National Center for Mental Health and Juvenile Justice show that this initial screening is effective in identifying mental health issues and addressing them promptly, while the juvenile is still in the correctional facility.

The task force to which Paul Seeman was appointed to identifies recommendations from the Judicial Council and creates a plan with implementation activities. Improving mental health services and the judicial system of juveniles and adults is among the program’s primary goals.
