As we traversed the neighborhoods of Galveston, we spotted places where people had identified the high water mark from floods. The highest we found was 12 feet. Many houses are built on stilts, protecting people's homes from flooding, but it's clear that cars can simply float away. 
Above, is Sandpiper Cove, a sprawling affordable housing development. A contractor was driving sheet piling around the entire development, presumably to keep flood waters from the buildings. What wasn't clear, at the time, was how the entry points to the development would be addressed.
