The general urban plan of New Belgrade from 1948 covered the basic issues of city planning, but public tenders were later announced for the detailed elaboration of individual blocks. One such was the tender for the EFGH residential block in the central part of New Belgrade, with the aim of connecting this part with the rest of the city center and solving the question of its function and characteristics. The competition included the urban development of the space from the Palace of Serbia to the new railway station, as well as the treatment of Nemanjina Street and Mihajlo Pupin Boulevard.
The jury awarded two equal first prizes, one to a group of architects led by Leonid Lenarčić, who proposed a green complex around the SIV and a pedestrian avenue, and the other group led by Josip Svoboda, who emphasized the administrative-business functions and urban treatment of Nemanja Street and Mihajla Pupin Boulevard. The third work, although it did not fulfill the task of housing 10,000 inhabitants, stood out for its treatment of Nemanja Street as a central move with a combined content.

The competition that was the subject of elaboration related to the urban-architectural solution of the first residential block (EFGH) in the central part of New Belgrade, planned for construction in the period 1960-1961. In addition to the specific focus on this block, the competition also required proposals for the urban development of the entire central part of New Belgrade, which stretches from the SIV building (today's Palace of Serbia) to the new railway station, including an approach to problems such as the character of the center of New Belgrade , its connection with the rest of the city, the functions it should include depending on its role, as well as the treatment of Nemanja Street and Mihajlo Pupin Boulevard (today).
