Students struggle in the classroom for different reasons. RTI aids in the identification of children with learning disabilities, behavioral issues, and other problems that can negatively impact their education. RTI comprises four broad components. First, it employs universal screening to determine each student's performance level on core-curriculum tasks. Using the data from their screening, RTI program officials develop an evidence-based curriculum to address learning gaps.

To address shortcomings and optimize learning, RTI program officials make ongoing adjustments through a series of tiered interventions that range from altering general classroom instruction to bringing in expert consultants.
