A resident of Rockwall, Texas, Charles "Chuck" Scroggs holds a bachelor of science in chemistry and math from the University of Southern Mississippi. Made up of horse riders and a volunteer group of reserves, the Sheriff's Posse assists the sheriff's office and the local law enforcement in community involvement and public relations matters. In areas with a small to medium police presence, crowd control and security pose a challenge, especially during sports, circuses, and other local events.

On horseback, able horse riders, a posse volunteer, assume several officers' responsibilities on patrol, thereby aiding control large crowds and quelling chances of riots and stampedes. Other security-related duties include escorting presidents and dignitaries, often after validation and certification by the Secret Service. Also, the team assists the community in missing people searches on horseback and foot. This eases searches in areas inaccessible to police cars, such as forests and rocky terrain.
