Questions about the efficacy of the law had arisen after numerous dog-bite attacks, the worst of which saw two pit bulls set upon a mother and her son, savaging the four-year-old and not letting go even as police tasered them 15-20 times. The boy, Gabe Cooper, was hospitalized in critical condition, with extensive injuries to his face and head that required several reconstructive surgeries over the next year. The dogs' owner was charged in the case and ultimately sentenced to six months in a diversion program for failing to insure her illegal dogs.
