Phil Pulaski has 37 years of law enforcement experience and has been an attorney for 40 years. He formerly served for more than 33 years in the New York City Police Department (NYPD) and retired as NYPD’s Chief of Detectives in 2014. As Chief of Detectives, Phil Pulaski was responsible for 3,600 personnel who, during 2013, investigated more than 256,000 felony and misdemeanor crimes, and arrested more than 39,000 offenders. During his career in the NYPD, Phil Pulaski also served as Deputy Commissioner of Operations where, together with the NYPD’s Chief of Department, he directed the nationally recognized COMPSTAT process and conducted the weekly 3 hour COMPSTAT assessment meeting. Additionally, Phil Pulaski served as commanding officer of several large NYPD commands including the Intelligence Division, Counterterrorism Bureau, FBI / NYPD Joint Terrorist Task Force, Detective Borough Manhattan, Detective Borough Bronx, Special Investigations Division and Forensic Investigations Division. Phil Pulaski has been a member of the International Association of Chiefs of Police (IACP) for 20 years and is an active member of several IACP committees.

The world’s largest professional association of police leadership, the IACP currently supports over 30,000 members in more than 160 countries. In the wake of the COVID-19 crisis of 2020, the IACP has released comprehensive guidelines to assist law enforcement officers in the field.

In addition to offering several policy consideration documents and over a dozen distinct COVID-19 resources through its official website, IACP sponsors an online COVID-19 response discussion group and a range of COVID-19 virtual events. Its official website also includes links to various news stories on the crisis, as well as the Collaborative Reform Initiative for Technical Assistance Center’s library of COVID-19 resources. Key guidelines provided by IACP include suggestions for alternative methods of prioritizing and conducting law enforcement service calls.
