In June, Kyiv’s Architectural and Construction Council reviewed the initial proposal for a new mall and office complex on the Rybalsky peninsula, which juts out from the old Podil section of the city.
 
The project, drafted by the Institute of Architectural Management for its client, the HMK Group, won a competition for the reconstruction of the Rybalsky peninsula held by the city. The architect in charge of the project, Hryhoriy Kurovsky, claims the principal aim of the development is to change the status of the peninsula from an industrial district to that of a business and social location.
 
It’s estimated the project will cost €1.3bn. Planners intend to cut the peninsula into several sections: an office complex called Kyiv-Citi, consisting of 40 ha; an administrative center of 30 ha which will include new buildings for the Kyiv City State Administration; a segment of housing for city officials overlooking the Dnipro River; and a shopping mall and leisure center. HMK Group already owns the rights to 5 percent of the peninsula’s approximately 100 ha. The remainder is split between the old Lenin Kuznia shipyard, private housing and plots administered by the Ministry of Defense and shipping companies.
 
The first phase of the 5.7 million sqm complex involves the construction of a 500,000 sqm office center. The project also envisions an oceanarium as well as a modern art museum
