Functionally, the site was used by people as a pedestrian connection between home and work. The complexity of the design was relief of site (more than 2 meters in height difference). The exit was the construction of building in form of a console. This made it possible to preserve relief of the area, moreover, it gave the building an unusual and modern look.
 
   The library occupies a hugely significant site in central Kiev: opposite the metro station "Olympiyskaya", next to the cinema, institute and residential buildings.
   Organized on a spectrum of ‘Fun’ to ‘Serious,’ the library program locates the livelier public activities on the first floor, gradually transitioning to quieter study areas on the upper levels.
   The book circulation system is fully automated, with a variety of machines, including mobile robots. Storages and other utility rooms are concentrated on the underground floor.
   At the first level are: reception, cloakroom, cafe-restaurant; media spaces, repeated on each floor, where directors or amateur actors can show their film or any other media art. There are also a bookstore and a book room for children with zones of "fairy tales", drawing and modeling, as well as computer training.
On the second floor there are a workshop with 3D printers and digital machines, transformable rooms for group projects and individual lessons, recording studios, exhibition spaces for unknown artists and sculptors. Also, sewing workshops, video game zones, a large lecture hall. All this can be used for free. There are also meeting rooms, a photo studio, an audience and a multipurpose hall, exhibition spaces.
   On the third floor there is a “Book Paradise” with shelves and reading places. There are transformable rooms for group projects and individual lessons, private offices in the reading rooms for working with antiques or simply for secluded furnishings. Especially attractive is the huge reading room, made by the console above the main outline of the building.
   Administrative premises and a book depository occupy a minimum of space, the building in the full sense belongs to the people. Managers can stay in the main city library, and books can be quickly ordered in the city-wide network, so at the same time it is not necessary to store more than 100,000 volumes in the building.

   Building structures are steel mesh columns with beams. 
   Cantilever are one of the most significant architectural advantages, which gives the use of steel structures. Long consoles create a visual effect and often amaze the perception that is used to vertically oriented building organization. For significant departures, lattice cantilever structures with a height of several floors are used, which makes it possible to organize a functional space inside the cantilever supporting structure, only a few having lost on the visually visible braces in the walls.
   As mentioned above, the decision with the console was dictated by the relief of the site. Also, on the facade were designed the original windows-books, protruding buildings to a different width and being at a different angle. They are created for a personal mini-space where you can sit with a book, listen to music, stand up and show yourself to the world or just lie down and relax.
