In February 2019, the Kentucky Horse Racing Commission (KHRC) announced it would pay more than $14.2 million in awards to breeders using monies from the Kentucky Thoroughbred Breeders’ Incentive Fund (KTBIF). Spurring the significant contribution were the more than 4,000 races won by Kentucky-bred horses around the world in 2018. This included races in four countries and 33 states.

Gov. Matt Bevin said the capital infusion is aimed at assisting Kentucky horse breeders in their important endeavors, which benefit the state's vitality and economy. The funds will be given to breeders who board mares, from first cover until the foaling stage, in Kentucky. Some of the top recipients of the breeder awards include WinStar Farm, which received $285,300; Calumet Farm, which garnered $267,455; and Stonestreet Thoroughbred Holdings, which took in $224,802.
