AdaptaClima is a project that aims to "contribute to the strengthening of Brazil's adaptive capacity for climate change through the systematization and availability of information in the priority thematic areas of the adaptation agenda in the country and the promotion of communication and articulation between actors that generate and seek knowledge related to the subject. The management committee for the development of the online platform is composed of the following actors: Ministry of Environment (coordination); Getúlio Vargas Foundation - Center for Sustainability Studies (implementation); International Institute for Environment and Development (implementation); and, British Council (support).
DIAGNOSIS

When Umcomum joined GVces, AdaptaClima's objectives had already been discussed, evaluated and defined quite clearly by the steering committee. And the desired end product was also consensus: an online platform that would contribute to the sharing of data and information on adaptation to climate change in Brazil and promote the integration of the different sectors into a joint and strengthened action. However, many issues intrinsic to this product still needed to be refined, such as: the composition and role of the steering committee in the long run; the relationship of the platform with its users on an online and offline level; national and international partnerships that could enhance the use of the tool; among others.

In this way, Umcomum had two main objectives: to make the platform tangible for reality and to assist in decisions inherent to the tool (such as management, maintenance, communication, and partnerships).
Managers and decision makers from the first, second and third sectors of Brazil have been defined as the main users of the platform, among them are actors of the federal government, state governments, research institutes, financial institutions, companies, nongovernmental organizations and agencies countries.

Despite the reach of the target audience, the most collaborative process was possible throughout the development of the project. Thus, four main points of contact were established for the promotion of debate and understanding of needs on the use and sharing of data and information on climate adaptation: two face-to-face workshops; two webinars; individual interviews and remote consultations. The updating of these actors on the outcome of each decision was also essential for the promotion of collaborative, so not only through the meetings, but also with digital correspondence, all were kept abreast of the project.
The observation phase allowed us to obtain perceptions about issues related not only to the user's expectations regarding the use of online tools, but also to problems that precede these questions, such as: bureaucratic barriers generated by disparities between terms of authorization to use surveys of different organizations; pulverization and discontinuity among materials already available on the subject; disparity in language used by those who produce the research materials and who uses them; among others. In addition to enabling the development of a much deeper baseline project, the understanding of these issues also clarified to all those involved exactly what problems the project was proposing to solve by assigning focus to the work.

Online since December 2017, the platform was developed by EcoStage, a software development company that was born with the aim of providing research centers, non-governmental organizations and institutions with innovative technologies to deal with complex challenges to achieve sustainable development in Brazil. Implemented within the digital structure of the Ministry of the Environment, the information architecture developed throughout 2016 gained form and a visual identity in 2017, while other points of contact with the project stakeholders continued to be activated in different communication platforms .
AdaptaCLIMA aims to systematize and provide content related to adaptation to climate change that are useful for the development and implementation of strategies, plans and adaptation measures. It already has more than a hundred articles and publications in its content base, which can be filtered according to the phases of adaptation planning to climate change, geographic scope, themes, target audience and content type.
