Built changes to WP Core and filters in Genesis Theme that Extend the functionality of WP Admin Comments UI: wordpress-admin-nested-comments

Changes include:
 - New function in WP Core: display_children_rows
 - New functions in WP theme (Top Comments): comments_exclude_lazy_hook, list_top_comments, new_comments_page_link
 - Snippet for main WP theme functions file to include the top_comments functions in Theme
 - Check if on All or new Top Comments filter and only apply nested comments view on those filters
