台灣地方政府每年底都會公布施政報告，但艱困難懂的內容，造成市民長年對城市發展的疏離。

但隨數位社群發展，其互動之特性，提升了資訊傳遞的效益。透過數位互動，能加強政府與人民的雙向溝通，獲得政策優化的機會。

2017年底，首都台北市首度跳脫傳統，改變單向的宣導，從20-40歲熟悉數位社群的市民角度，設計出全新型態的年度報告。

At the end of each year, every local government in Taiwan will deliver their own administrative report, but the complexity and obscurity of the content has always distanced the citizens from comprehending the city development status. As the digital communities growing strengthen, the unique online interaction model optimizes the performance of information communication, boosts the two-way communication between governments and their citizens, and further more, allows more policy improvements to happen.At the end of 2017, the government of Taipei City, capital of Taiwan, was the first one to break the old, one-way communication, and came out with the brand new annual report based on the perspectives of 20- to 40-year-old citizens who are familiar with digital community engagement.

龐雜、生硬的政策成果資料，是市民參與公共事務的門檻，也成為政策推行上的阻力。用遊戲引發互動與討論，以感性動畫進行社群擴散，最後導流至網站以數據說明政策。整合遊戲、動畫、數據三者，達到最大的資訊傳遞效益。社群上病毒式擴散與新聞的密集曝光，讓施政成果報告達到史無前例的優異傳達效果。不僅提升市民與政府間的溝通互動、公共事務參與度、城市認同感，也對台灣具有相當的時代意義。
