So to get this effect its easy. Start with a Gradient light to dark green top to bottom. Add a new layer - filter render fibers, then set to multiply reduce opacity. Duplicate layer - filter radial blur, 100 zoom. Then I added a white squire rotate 45 Degrees. Reduce opacity to about 10. Then holding Shift+Alt and down, this copy's and moves down 10px I did this about 12 times. I think I added another layer with a white to black gradient set to screen 20%, Duplicate and distort to an ovel. And i think that it.
