HEARD was a web-based platform where regular people could sign up and vote on the issues and bills that Congressmen were currently voting on. The website was designed to compile this data, sort it based on location, then send the results to the users' local Congressman or woman. Additionally, users would be able to see how their local Congressperson voted. The idea was to provide greater transparency between US citizens and their elected officials.
