Valcea Region Intervention Plan (2012)

PATJ Vâlcea was a team project that had three phases - analysis and synthesis, diagnosis and SWOT, and finally the territorial intervention plan for the NUTS 3 Vâlcea region of Romania.
 

Analysis and synthesis
I was assigned the study of the settlements, the urban and rural network, influences, polarization and the analysis of housing conditions in Vâlcea. Below are a few of the graphics I made to support or illustrate the various aspects of the territorial analysis.
Urban influences in the medium-scale territory. Valcea's capital city (Ramnicu Valcea) and its relationship with the adjacent primary urban centers.
Polarization areas within the region (marked green) and external influences (marked red). 
Structure of the urban and rural network; relationships between the urban centers. Compact areas of strong polarization are marked yellow (Ramnicu Valcea urban system in the center-east and Dragasani in the southeast). Areas with virtually no urban "control" and accentuated rural character are marked red.

SWOT and Diagnosis
My work on the Phase 2 consisted in elaborating a SWOT analysis of the urban and rural network, the housing conditions and the social infrastructure in Vâlcea, followed by a sectoral diagnosis.

Sectoral diagnosis. Cutout of homogenous areas for future intervention using the following criteria: urban and rural network type, density and dimensions of settlements, influences in the territory, development issues. 
Territorial intervention plan. Sectoral proposals for future development
For this phase the team has focused on elaborating a comprehensible intervention plan with a 15 year time horizon, with a few sectoral proposals for infrastructural, economical and environmental development. Below are the plans I worked on. 
The best case scenario intervention plan - The plan which we used to further detail our project. 
This scenario is based on the following assumptions: The various administrative organisms cooperate on all levels, there is governmental interest toward regional revival, there will be state and European funding available for this project, the project will be implemented as is. 
Sectoral intervention plan - agriculture and sustainable energy production based on biomass
Sectoral proposal - Livestock associations, processing centers, distribution; local brand concepts. 
Creating a competitive business environment - attracting investments by creating the necessary support structures for business, research, innovation and sustainable development.
Theoretical models of possible clustering in the wood industry (based on an Austrian model) and in the chemical, biochemical and macromolecular plastics industry. The wood processing industry and the chemical one are to date the most developed  production branches in the region, further developing them being a means to greatly improving the region's socio-economic conditions.
