Since Costa Rica has long drags a high fiscal deficit due to waste, corruption and mismanagement of state funds. In 2011 the government of Costa Rica tries to pass a fiscal plan under the name of "solidarity tax" which consisted of a significant increase in taxes. According to this plan would be that the rich should pay more taxes, however, the plan had a lot of points where it was notable that would have the least those who would pay more. The aim of this plan was to get money to the people rather than the government will cut domestic spending. Politicians did not want anyone to touch their money and keep their travels, their cars of the year, their homes, their diets.

Objective:

Stop the tax plan before it is voted on in Congress (only had 45 days to do so). We had to change the perception built by the government that this was an issue of rich versus poor and generate political positioning versus people.
