National Consultative Council with KEO Design

The National Consultative Council was established by Emiri Decree in 1971, concurrent with the formation of the UAE. One of its founding principles was to recognize the consultative process as a code of conduct in leading the country. With deep historical roots in the tribal structure, the consultative process is and enduring and respected means by which the community is socially bound, governed and led, inclusive of tribal leaders, prominent members and the general population.
The new building for the National Consultative Council (NCC) is the material embodiment of this time-honored practice, expressed in accordance with a forward and progressive vision of Abu Dhabi 2030.

The new building for NCC is conceptually organized into two operational domains-ceremonial and functional. Our proposal is based on the following organizational principles:
· Clear demarcation and separation of entries
· Clarity of circulation patterns that celebrate the pageantry of ceremony and procession but at the same time is functionally & operationally efficient.
· Hierarchical composition of ‘foreground’ elements and ‘background’ elements-vessels that contain and enhance the human experience.
· The design intentionally portrays a strong figural quality, merging sinuous contoured forms with masculine cylindrical punctuations.
