Alternating letters in negative space resembles stacks of paper, which is a hint to the function of the service - transmitting huge amounts (piles) of documents.
The system has four major communication channels - eFile, eForm, eFlip, eSend.
The icons of the different services are intentionally designed to look like elements from the Mendeleev periodic table; they are, after all, elements of a large and complex system. The chat bubble body indicates their primary target - communication. The slanted "e" implies speed.
