Government is notorious for moving at a snails pace when it comes to delivering projects. One of the origins of this problem is based on the many stakeholders that need to be consulted and then provide approvals in order for a project to move forward. In an environment like this, alignment of stakeholders can feel like you're constantly on moving uphill in quick sand.
Like many other government departments that I have consulted for, I found the use of prototypes quickly aligned key stakeholders and moved the project ahead with minimal delays.
