Background made in Illustrator, pattern using MirrorMe from @astutegraphics. Fish created in Photoshop Sketch and Illustrator Draw.

The MirrorMe pattern is added to the AI file
The background is a radial gradient fill, offset using the Gradient Annotator
A second fill effect is added to the background rectangle with a light to transparent radial gradient to add intensity to the "emitter". The bakground is then send to the Creative Cloud folder, and imported as an image layer into Illustrator Draw. Then the Fanglerfish is transformed to fit.
