Municipalities are obliged to use 5% ot the transfer to support women. If not, according to the law, economic disbursements shall be suspended to disobedient institutions
It this law were fulfilled, women could advance to life free of violence and poverty. However, budgetary provisions have not been fulfilled by the government.
