Mr. Ninnie managed the design engineering, construction and administration of the $3.8 million dollar 23,000 sq. ft. facility Town Maintenance facility to house the Department of Public Works and Animal Control facilities in one building using energy performance contracting (EPC) through the WYECIP ( Wyoming Energy Capital Improvement Program). The EPC was used to derive the best performance of a facility to minimize energy consumption and increase tenant comfort and productivity. Mr. Ninnie constructed the facility using BIM to provide the initial model and programming for the Town before being handed off to the Architect of record. BIM was used to derive HVAC modeling, structural engineering and interior design as well as piping layouts for fluid dispensing for vehicle maintenance.
The Maintenance facility consists of 15 garage bays, infrared heating, energy recovery system on vehicle exhaust system, T1 high efficiency lighting, super insulation p package and office space for 20 DPW employees and 4 Animal control employees.
Animal control facilities consist of 12 indoor/outdoor kennels with sound proofing, T1 high efficiency lighting, super insulation package, separate feline and canine interior kennels, reptile and aviary cages. Over each office facility is mezzanine space for Town archive document storage and DPW parts facility for water, sewer, and recreation maintenance.
Project projected estimated costs were 5.2 million. Through open book pricing within the WYECIP specifications the project came in at the end at 3.8 million. Mr. Ninnie monitored all project costs of equipment, labor and all expenses to verify and maintain within open book price ceiling percentages. Mr. Ninnie crafted and programmed a specific Excel spreadsheet to track and document those costs and at a glance observe project financial thresholds are being met.
