The normal bicycle frame bags on the market are fixed on the frame through belts or Hook and Loop Fasteners. It's generally not so easy to fix them on the frame and to take them off from it after using. 

Mostly people prefer them for bike tours. During a bike tour, people take these bags on their bicycle frames and don't have to take them off so frequently.  But in the urban life, you can't leave your bag on the bicycle when you leave. You must take them with you. But it is really disturbing to take off the bag from your bike and then put it on again and again... It's not easy and costs time. Besides of that, it's also not so comfortable to take them with you, finally they are not normal back packs and shoulder bags. And what else? They doesn't look so good. Will you let the bulky, dark colored bag destroy your daily outfit? Definitely no.
