Rusne is known for its strong winds and turbulent waters. This town, every year without fail, floods from the Nemunas river and strong winds are blown over from Kursiu marios. The towers form is plastic, which imitates a windmill whilst it's rotating. In order to reduce wind as much as possible perforation is used. Perforation is used in Rusne as a national pattern, symbolising the earth and water. On the northern side of the tower flows the river Nemunas, on the eastern side is a car park and a boat bay. The tower is 35 meters in height.
