Just Over Under is a reference to a very often stated idea about aspirations and dreams being — just over the horizon. The last part of that phrase is not there because in the expression it is so apparent and the horizon is defined in this piece by two identical sets of graphical elements inverted and given some conventional color and values which lead us to the vanishing point much the same way we see horizons and still can only guess and hope what is beyond.
