Noa
Our protagonist; a 14 year old girl who works in the poor underground section of a futuristic utopia. The poor live in caves and on the water, and build all the machines and products that keep the rich part of the city running. Noa becomes sick with an unknown disease and believes naively that if she can find a way to the rich part of the city, that she can be treated. She is tough, determined, and stubborn to a fault.

The President
A famed businessman who built the Utopia above. He believes in the free market, albeit cheating and abusing his power, and believes that there is no god, man is god. Science has no limitations, including ethically (though this is mostly kept under wraps). He keeps the poor, sick, and the minorities at the bottom, both literally and figuratively of the city, and the human experimentation and cheap labor and exploitation are his doing.
