Reference photo 

First step was to remove old moon and stars.

Next I've created a new stars by using a custom brush. Than by coppying, rotating and fading the stars layer again and again I was able to achieve a star movement effect.

After using a few retouching layers (levels, photo filter etc.) my artwork was complete.
