Romania currently hosts about 9,000 orphans in over 250 institutions and owns a poorly prepared social system.
Many declared orphans have living parents or family, but those are unable to offer their children a proper home.
Abandonment is yet increasing due to poverty and lack of education and adoptions are difficult and depend on the bureaucracy of the system, while the number of social workers is insufficient.
Following is my proposal for a hybrid orphanage / day education center that would involve the community and help the children better integrate into society. Children's upbringing should be seen not as a simple act of charity, but as an important future investment.
