Why start here?
I usually pick a defining section that is typically centrally located but will not require much overlap or interference with other elements. I find that this sets the visual tone, lets me test my paint hues, and forces me to make decisions that will impact the rest of the piece. If I didn't like how the clock tower turned out, I would have likely started over armed with the knowledge of what didn’t work well in the first run. 
Devil in the details
Or should I say, the devil is in the individually painted bricks! I decided early on that I would use a particular technique on the bricks. I used it before but never on such a small scale. Surprisingly, this didn't take me as long as it may seem. I spent much more time fighting with the statue's face.
