ELF2B is a project at Gallipoli Barracks, Enoggera, an inner suburb of Brisbane. The Department of Defence is seeking to enhance its capabilities and to promote efficiencies in its service delivery by both the provision of new facilities and the upgrading and augmentation of some existing facilities at Enoggera Barracks. The approach taken for the overall architecture of the facilities has been to employ a strong language across each precinct and the ELF project as a whole. Building forms, materials, graphics and colours have been kept simple and durable and contribute positively to the overall Barracks identity. Building forms are generally rectilinear, with a robust modular expression and a simple roof. The simple yet strong forms together with repetitive facade elements will enable unification across disparate elements of the Barracks. This modular form using a consistent pallet of materials is the basis and establishment of a robust Barracks identity. It is proposed that some lateral elevation utilise a solid masonry or concrete facade with colours and/ or patterns reflecting the current palette of materials found on the Barracks. Buildings and associated facilities have been sited and planned to facilitate expansion, future growth or change in user requirements. The Defence ESD essential requirements are: Energy, Water, Materials and Waste, Management, Indoor Environment Quality, Transport. The Barracks has 170 buildings with a budget of $600M.
