Where citizens are banned from working as maids in the Kafala States

This map was made with Carto and can be accessed here. It's based on news reports of countries banning their citizens working in the Kafala States. Sometimes, a Kafala State bans people coming from some countries too. Sometimes there are mutual bans. 

The point is, if it is safe to work there, why do these bans exist?
