People in urban public places usually maintain a comfortable social order in public spaces by explicitly disattending to one another and their actions. It's best not to step into other people's boundaries, meanwhile, don't let others enter our boundaries. Sociologist and psychologist Erving Goffman called this behavior "Civil Inattention".
