In February 2010 I developed this proof of concept demo (based on a project I'd already sketched back in 2008) as a proposal for the Benidorm Council for havng an online application that could enforce civic engagement and push the citizenship to become an active part in the local evolvement.
The idea behing the project was to develop a Digg-style portal where locals could propose, vote and select themselves what local issues should be discussed by the town council.
This application served as a way to drive the city issues discussions to a brand new level, turning citizens into active players not only by pointing what is important or not, but for becoming the decision makers themselves regarding what solution should be assumed by the local government.
