Let's start from a vector pattern made in Adobe Illustrator.

I created the fabric in Adobe Substance Sampler using a base material already inside the software: Jersey material. 

I added a Decal "Puff Glitter Print" downloaded for free from Adobe Substance Assets.

Adding a Custom mask to the input selection I applied the glitters only to the white elements in the pattern.
