The Senbon-torii, or "thousand torii," at Fushimi Inari-taisha Shrine were first built in the Edo and Meiji periods as votive offerings by worshippers. 
It is said that the belief that one's wish will "come true" by dedicating a torii gate originated from a word association, and there is a custom to change the size of the gate to a larger one and dedicate it each time one's wish "comes true".
