The secretary is responsible for thenational distance learning graduation program for professors who are teachingin public schools (municipal and provincial). This is a complex program that demandsan efficient information system and implicates many clients: cities, universitiesand the ministry. Each city interested in offering post-graduation programs totheir professors should register in the system to send a project describing whichgraduation programs they need and how they would provide a physical space (center)to assure 20% in class presence foreseen in the law. The universities shouldsend projects offering distance learning graduation programs. The government shouldmanage the registrations (from cities and universities) and distribute theprojects to be evaluated by a committee. Later the committee creates connectionsbetween one university (graduation program offered) and one city (matching the graduationprogram demanded).
