ANHALT! 

The chosen site is the pier of the pedestrian bridge Anhalter Steg that reads ANHALT. Currently it's not really worth a look because of all the trash and the fact that there are people living underneath. The other pier of that bridge that reads BERLIN is in great condition with a path going through. 
Due to its location in front of the Technikmuseum in Berlin the site should appeal not only to locals, but also to tourists. 

The goal was to create an educational place where people like to spend their time with seating opportunities by the river, some greenery and an open library where everyone can come to exchange books for free. 
The concept of open libraries is already wide spread and well received by the people in Berlin and many other cities. You can find them in anything, like old phone cells as well.
