Goat Island is one of the unrealised treasures of Sydney Harbour and the City. The NPWS has engaged with the community and stakeholders in 2006 and 2007 and through the release of the Draft Plan of Management for the Sydney Harbour National Park. NPWS, through this masterplan process, promote the revitalisation of Goat Island as a recreation and cultural parkland of exceptional quality.

The vision for Goat Island was to create a stage for exceptional experiences; done through sensitive conservation of the cultural heritage of the island as well as setting up unique opportunities for the revitalisation of the landscape, amenities, facilities and visitor experiences on the island.

The natural and cultural landscapes are tied together with the "Island Walk" - a continuous, accessible loop journey around the Island and will provide a range of passive recreational areas in a park-like landscape. Remnant bushland areas are rehabilitated and opened up with pruning of selected trees to allow vistas to the harbour. Cliff walks have platforms and sheltered picnic areas for a variety of uses and occasions. The Ridge Top Park is selectively cleared of scenesent and self-sown trees to emphasise the importance of protecting the Powder Magazine Precinct from bush fires and create a permeable landscape character, allowing unique panoramic views of Sydney Harbour and the City skyline.
