Tort reform would have little impact on reducing the cost of health care. The most optimistic estimates on such "tort reform" is that it might reduce health care costs by less than 3 percent. The main focus of this proposed tort reform is the limitation on the recovery of non-economic damages to a maximum of $250,000. This limitation, which has been the subject of legislation introduced in the House in each of the last several Congresses, is based on the model of MICRA (Medical Injury Compensation Reform Act), which was passed in California in 1975. – The Law Offices of Bruce G.
