How to Fix the Modified Permissions Cannot Be Saved on Outlook?
Outlook unable to store changed permissions mainly due to delegate access stuck in operation. ISPs’ network limitations and differing add-ins can also cause the issue. This error does not allow the user to change the calendar’s permissions and share the calendar with other users. Remove Similar Entries in Permissions of Calendar
To remove similar entries in permission of Calendar, follow these on-screen steps mentioned below:

Go to Outlook and run it on your system.
After that, select the Calendar option and right-click on it.
Then choose the Properties option.
You should select the tab of Permissions and check whether there are any similar entries there. 
In case you see, then delete the similar entries.
Later, hit the Apply and OK buttons to save the changes.
Now, reopen the Outlook and check whether the issue is solved.

Run Another Delegate Access Operation
To run another delegate access operation, follow these on-screen steps mentioned below:
Firstly, run Outlook on your system.
Then reach the tab of File and click on it.
You should click on the ‘Account Settings’ option, reach the appeared list, and then select the ‘Delegate Access’ option.
Go to the Delegates screen and click on the Add option.
Later, choose any casual user and hit the Add button.
Now, click on the OK button.

Reach the screen of ‘Delegate user permissions’ and choose the options you would like to delegate.

You should click on the OK once again.
Now, reboot the Outlook and reach the tab of File, then select it.
Then select the ‘Account Settings’ option and reach the appeared list, then choose Delegate Access.

You have to delete the user you recently added.
Finally, reopen the Outlook and check the problem.

Use Outlook Web Application

To use Outlook web application, follow these on-screen steps mentioned below:
Firstly, shut the Outlook on your device.
Launch the browser and open the Outlook Web application.
You should select the icon of Calendar and select the vertical ellipsis icon.
Then choose the ‘Sharing and Permissions’ option.

Later, input the user’s email ID to whom you would like to share the Calendar, then hit the Share button.
Now, run Outlook and check the issue.

Launch MS Support and Recovery Assistant 

To launch MS support and recovery assistant, follow these on-screen steps mentioned below:
Go to the official Microsoft site and download the ‘Microsoft Support and Recovery Assistant’ on your device.
Once finish the download process, run SaRA.
Navigate to the ‘Microsoft Services Agreement’ screen and hit the ‘I Agree’ button to agree.

Reach the apps screen and choose the ‘Outlook’ option, and then hit the Next button.
Finally, click on the option of “I’m having problems with shared mailboxes” and then hit the Next button.

Modify Network Connection

To modify network connection, follow these on-screen steps mentioned below:
At first, link to a different network connection. In case the different network usage is not possible, then you should use the hotspot of mobile.

Also, utilizing a VPN should verify whethe4r the ISP is utilizing any network limitations that interrupt communications between the server and Outlook.
Finally, open Outlook and check whether it’s operating without any problem.
