An attorney who previously represented the Cow Creek Band of Umpqua Tribe of Indians, Wayne Shammel studied English at Dartmouth College in Hanover, New Hampshire, where he obtained a bachelor of arts. Subsequently, Wayne Shammel gained admission to Harvard Law School in Cambridge, Massachusetts, where he completed a juris doctor.

Based in Denver, Colorado, throughout much of his early career, he practiced for two years at Faegre & Benson and three years Dorsey & Whitney. In 1996, Mr. Shammel relocated to Roseburg, Oregon, to serve as general counsel for the Cow Creek Band of Umpqua Tribe of Indians.

Wayne Shammel dedicated nearly 18 years to the tribe, during which time he advised on government and economic strategies, while overseeing lobbying, legislative and legal affairs. Also involved with a number of economic development and financing initiatives for the tribe, he played an integral role in launching the Umpqua Indian Utility Cooperative and the Umpqua Indian Development Corporation.
