A graduate of Washington University School of Law with a Juris Doctor, David Frasher has more than 30 years of legal and governmental leadership experience. He is a "Credentialed Manager" with the International City/County Management Association (IMCA) and formerly served as the chief executive officer for the City of Oregon City, Oregon. During his time as chief executive, David Frasher oversaw operations for municipal departments and supervised department directors for various sectors, such as police, public works, finance, law, municipal courts and administration. Additionally, his work for the city included leading efforts for economic improvement, enhancing public safety in recreation areas, and increasing police coverage and operational efficiency.

Frasher also previously held administrative roles for cities in Wisconsin and Missouri and contributed to several initiatives and programs for city improvement. He acquired numerous federal grants worth over $13 million as the city administrator for Ashland, Wisconsin, and developed new water and wastewater management plans for Oak Grove, Missouri. Additionally, the American Planning Association selected his comprehensive Smart Growth plan as the best of its kind within Wisconsin. Earlier in his career, Frasher ran a private law practice and represented clients in civil, criminal, and business litigation cases.

Outside his professional obligations, David Frasher belongs to the Oregon City Rotary Club and supports its community efforts. He also donates to the ICMA Fund for Professional Development. Read Less
