Relationships with Noncitizens

Gleaning is an act of selecting, extracting, gathering, pulling out of context and recombining. As both a material and immaterial act, it establishes more-than-human assemblages of any kind. As others, humans are also directed in the act of gleaning that questions the so-called autonomy of it.
What would this ''thing'' glean to establish this parliament of noncitizens?
What time is this assemblage?
How is time manifested at a place and through a thing, an act, and a relationship?
How do determinate/linear/cyclical/... understanding of time comespand to certain ways in which the society builds? On time, ahead of time, running late. Whose time is this? progress?
