On default state, some of the wizard's sections might not appear because it should follow some conventions.
(E.g. After a Matter Law Office is selected from the drop-down, Trust Account Settings will reveal.)

The main sections are divided from the secondary sections through a GREY border with 32px padding on top and 32px padding at the bottom.

Between the main title and secondary title, the padding size is 24px.

Secondary sections are divided from other secondary sections with a 24px padding (12px padding-top and 12px padding-bottom).

To hand off the design to the developer, I divided each area of the Wizard Page into figma sections and titled them with their states.

Here I was also designing and writing the expected behavior of particular areas from the page. The blue text contains links that will drag you to the referred design sections in Figma.

In order to design the Create New Client Wizard Page, I've made variants in Figma.

Here, the component "Billing Information" have 4 variants: Hourly Fee, Fixed Fee, Contingent Fee, Default. If I am to select "Hourly Fee" from the radio button list, the information underneath appears accordingly to that selection.
