I decided to upload the project file and make it available for you.
There is no ligths and no GI in the scene. If you want to use the model with GI, change the hair render settings to raytraced.
I left the model fully editable, so you can play around it and make different shaped feathers.
If somebody developes it to a higher level, please share it.
